Noise Station v1.23 Released

After a few small changes to the program a few days ago, I now present Noise Station v1.23, the biggest overhaul of the program since v1.20 in June 2006.

The biggest changes are to the GUI. The old version was not only designed for 800x600 screens, it pretty much ONLY worked at that size. Now the display will size to fit. Windows can be moved, replaced, restored. We have a menu for the first time, and the option to add music events via the menu (which helps identify what they are).

There are many little fixes in the background, a new logo and icon, 16-bit half-rectangular dithering, and more.

These changes make the program much more pleasant to use on modern computers, it's back to how it was 20 years ago.
